It comes down to compatibility, situation, and luck.

Someone can be superior to someone else numerically; the right situation or the right compatibility can change it. Its modeled after D&D; different terrains can change your rolls. Barely anyone has perfect compatibility in every situation. They had a monologue about it in FSF where the police chief and priest debate why the Einzeberns were retarded in FSN. Thinking that just summoning a strong servant is good enough in a war, when compatibility and the right situation is 90% of the game, you can always be surprised if you can't adapt.

FYI, the numerous Saber Alter(s) who guard the Singularity F(s) are said to have been put there by someone and told to repel Chaldea if they appeared. They also have the Protector of Human Order Trait. I tend to think more that Galahad is hunting Singularity F(s), rather then the fact that he's in just one single Singularity F. I think there are like multiple of those at this point that just keep popping up and he keeps destroying. The ones who put Saber Alter and her Servants in these Singularities is undoubtedly CHALDEAS.
