It depends on the position your uma is in, but velocity changes prior to last spurt does three things: Maintain position, looking to overtake, and for front runners or promoted pace chasers dictating the pace. The last one matters especially in shorter tracks, because if you're in those positions in the spoiler, you dictate the pace of how the race will go. So if you're blasting ahead and the other shitters don't have the speed or stamina to compensate even with last spurt, you basically win on the spot.
You could do that in medium and long tracks, but you really need to have the stamina to keep that lead and go faster. Promoted pace chasers don't have much issue because they have access to great recoveries, front runners have uh...whatever that ability is on guts Ines Fujin.

This was my setup, Teio and Grass grandparents for both Tachyon and Tickezo.

I would disagree with the witguy and choose to inherit pace chaser debuffs instead of LSS. This is because based on testing one All-Seeing Eyes is enough to kneecap most non-whale pace chasers and it is more important for you to land it consistently on first place than to proc a bunch of white debuffs mid-race.

Fuji Kiseki for guaranteed flustered end and Aoi for hesitant end + skill points to afford everything. Sweep and Creek for stats and Hesitant Pace/Trick if I can get lucky with hints, but those aren't core. If I could redo this I'd probably replace SSR Dober with SR Dober because she has better events.

the lowest guts in the game is nice nature at 69, nice indeed, but she'd never survive a med/long career with F stam G guts. The only option is Bakushin, who has 85 guts, leaving you just 14 to play with, and she has 11 race goals, most of which require 1st place forcing a +3 all and denying you the chance to minimum-pass it for +1 all insted.
