You do get free stars from full combing songs on hard and expert. Also you get stars from reading the card stories so unlock those for the cards you've got.

So 0.75% in this case. Birthday gachas I think is 100 pulls to spark versus the usual 300. Nowadays, the regular gachas give you one of the new 5*s every 50 pulls, but I don't think the birthday ones have that. I haven't pulled on a birthday gacha since after they added that system.
