Been meaning to drop this thing off for a while but I always forget. If you ever wanted to play around with the modded GTA SA I showed here some months ago, here you have it. For windows 10 and maybe 11, if you open gta_sa.exe and the game won't launch, right click it, go into properties, then compatibility, then disable fullscreen optimizations, then click on the PPP configuration and check the lowest box so it's controlled by the application, it should open after that. If you're on linux then I don't know.
The modded dialogue I used for the videos is there along with some other visual changes I didn't showcase. To use Skin selector and select the snobble skins press Tab+Q, that'll put you on the bottom of the skin list and that's where all the snobble ones are.
