Because Nest Migration Permits are actually huge deals and frankly at that point in time most Wings didn't really have that pressing a need for people like Colors. A Nest is already supposed to be a place of absolute safety, and they generally have their own private forces to deal with the occasional disturbance. What exactly do they need a Color level fixer for, to break up the occasional drunken brawl at night?
Also while not exactly a Color, remember that Xiao, who was the chief of Liu South Section 1 couldn't get into a Nest. It was going to be an anniversary gift from Lowell, and from the sounds of it, it was something incredibly difficult and expensive to obtain.
I also bet that Roland and Angelica could probably have gotten entry into some Nests, if they were willing to pay; it's just that Roland wanted to go to specific Nests because they essentially promised them a free pass only to rug pull it. But money talks, and hypothetically if Roland was as rich as Dias for example he probably could have brute forced his way into any Nest he wanted with the power of cash.

I can see a path for a potential Huan redemption. His entire attitude and seething in the end is a coping mechanism for his own feelings of guilt about his brother's death, and he seemingly knows it deep down but still directs his wrath and blame towards Hong Lu because otherwise he'd probably break down.
It's harder to see a path for Gubo since from what I recall of Yi Sang's flashback he just kind of saw Yi Sang's genius and wanted to basically coast off his work because Yi Sang was so much more talented. He's kind of comedic now in how he tries to still banter with Yi Sang only to get completely stonewalled, but he also doesn't seem nearly as sympathetic as Huan.

Actual IQ check: the id.
The optimal way to play her on bleed is extremely simple.
After just 2 turns the enemy will start rotating between Gaze and Contempt every single turn(until you collect it with s3), during the contempt turns you simply let her eat some annoying attacks.
With the correct rotation she applies +4 bleed count every 2 turns consistently the ENTIRE fight, which is more than what any other bleed id is able to do right now aside from Ringsang hitting the god rng.

Contempt makes her take 50% less damage
She has 7 prot
Her guard rolls a 25
She will NOT be taking damage from anything in the game, all you have to worry about is what kind of status the skill inflicts.

Just beat extreme with 50 adversity. That was hell. I left crab for last, but even that became unbearable, at least I won in one try in all fights, unlike last time, but Hong Lu was the sole survivor thanks to crab AoE.

I wonder what kind of gimmick the eventual full League of Nine team will look like. I assume they'll at least all have some bleed, but beyond that it feels like anything goes.
It'll probably be fun though.

Bleed currently needs the free turn from Sanguine Desire to start building up a stack and keep it floating against most modern bosses, having a consistent way to apply count every turn simply helps with that stack even more.
While this still isn't enough to play without SD, it's a step in the right direction.
Reminder that the non clashing guard can also be used to eat the unbreakable skills(if its not AOE that is), which has been the bane of bleed for a while.
All in all this is an extremely strong support for bleed.

One of the starter buffs gives you +3 levels for every new pack you take on a run, so naturally if you did 5 new packs last week, you lost 15 potential levels for this week now that 50 adversity is a thing.

Shatterbound Cannon must be one of the worst gifts in the game, especially since it's tier 4.
Enjoy 10 fragile on long battles. One unbreakable coin and that's pretty much it.
