Her e does nothing botlane and is actively bad because it puts you in melee range and lets their support hit you more easily. It's only okay if you are ahead and can use it to gapclose and kill them. E damage is also nonexistant outside of the passive proc.
Her q is hard to use through the wave and super slow so any competant opponent will hide behind minions. You cant walk around the wave as easily because there are 2 people bot
Her r is super level reliant and doesn't get good until level 11 due to increasing movespeed and decreasing mana costs
Her r is also inherently less useful in a lane with 2 people as supports can stay behind to hold waves etc so it's harder to use it to gain tempo.
Her base stats her been nerfed because she is good top so her stats dont even make up for her kit.
She can win against the likes of vayne and whatever, but she just isn't very good
Her w is better bot than top though since it's super useful to check against sups camping bushes and dragons

Brea, the Beauty of the North
Passive: Twin Peaks - Brea's two hammers grant her increased 5/10% AD. When she throws them, she loses this bonus per hammer but gains 5/10% bonus attack speed.
