In pgr, it largely doesn't matter what's actually happening on the screen, only the UI really matters, and shows you almost everything you need to know. Everything is either full i-frames, or hyperarmor, nothing can ever kill or even lightly hurt you.

Factually true. Not really the case for older characters (who aren't nearly as smooth or as fun) however the 2.0 gen frames (not all of them, but most of them) are so brainless you just queue your rotation and then swap into the next character. PGR meta for the past 2 years is about spaming ults that stop the timer so you get more waves cleared. But it's not bad, cause whiwa is basically already the same as warzone. Kill as many waves as fast as possible and there is satisfaction to that gameplay. You kill shit in big numbers and fast and score numbers give you dopamine hit.

I wouldn't say it's completely brainless, perfect rotations still require a fair bit of effort. It's just that, as I said, the effort goes into doing a perfect sequence of actions on perfect timings, like doing a target dummy rotation in mmo, rather than reacting to what enemy is doing.

I doubt wuwa would fully go that route, they still try to make you do some basic moves that could be interrupted, and require actual interaction with what the enemies are doing. See basic chains on Phrolova, Carthy, even Zani in ult can get hit and potentially die if you're fighting a hard-hitting boss if you don't utilize parry. So I assume they want to keep at least a part of action-ish interactive gameplay, while in pgr they gave up on it outside of special events.
