I watched two NCR soldiers decked out in gear make their last stand at the 188 overpass. Standing on the bridge was an officer in power armor pummeling ghouls with her super sledge. Under the bridge, gauss rifle fire from a bearded veteran in angular, tan combat armor. They fought like demons, but the ghouls kept coming and eventually their struggle ceased. There was also a third soldier. He poked his head out from a trailer as I was mopping up the rest of the ferals. The left lens of my riot helmet cracked when he shot me in the face. Honestly the only reason I noticed with this or Veronica is because I'm playing on Very Hard with scarcity (all ammo/meds/caps/etc. are reduced in quantity by 90%) so big investments like Greased Lightning or Bozar were very, very difficult to work up the funds for and the damage output actually matters in fights against non-trash mobs. It's very easy not to notice otherwise though.

Both of those are nerfs, though. Educated because it reduces your total skill points gained per level by -3 (assuming a max level of 50, and that it gets taken at level 5, that's -135 skill points) and because you can no longer exceed +15 Skill points per level, which is what Educated used to do. The purpose of the revamp would be to make it so you cannot get infinity skill points just by levelling up a couple of times, and to actually have to put in some work to overcome the skill point deficit paid as a cost for the perks.

NTA but I think plasma spaz is pretty decent with q35, plasma caster, and defender. Build it with math wrath and some other vats stuff and you have a very simple but powerful vats build. I don't think plasma needs more damage but maybe some other benefit idk. I think laser is preferred just because higher fire rate and projectile speed. Also imo meltdown should only work with plasma weapons-- but it's also a double edged sword because it limits you to mid/long range combat

I'm going to play New Vegas, the last time I played it was 2014 and I didn't finish the game. I installed Viva New Vegas with all of its guide's listed mods from start to finish, including the LODs.

Now what else should I add? I remember Project Vegas from way back in the day and its cybernetic implant system. I'd also like to make a vaguely attractive/cool looking character. And I want shader mods but I read that "NVR" mod doesn't work with the stuff that B42 stuff (which VNV installs)??? What else is there?

WHAT MODS DO I NEED? Someone told me to look up youtube videos and the ones I found were mostly fucking worthless. Literally just some retard going through the most endorsed mods and then saying "well this one is from 2014 and outdated and doesn't work properly though haha anyway".

I never tried a VATS build in New Vegas, might give that a go when I play again. I haven't dived into the NV geck before, but maybe there's a way to increase the projectile speed for plasma guns. I think that would fit the Spaz name pretty well. I agree with you about Meltdown, with a possible exception for the AER-14 Prototype since it seems to ride the line between plasma and laser.

The problem is that the balancing decision around those two perks was effectively to have laser commander allow laser weapons to compete with plasma weapons, which in pure vanilla no DLC new vegas were better than lasers. After stuff like GRA though a lot of weapons like the SPRTL or tri beam laser rifle absolutely mogs anything Plasma Spaz, an already weaker perk by contrast, would affect. So Plasma Spaz should ideally be made to heighten the good points of plasma weapons, any perk that is just flat more damage would be good, but my personal bias is that I think perks are more interesting when they do something that highlights the strengths of a mechanic or weapon or whatever. A great example of this is Handloader and Mad Bomber, though e.g. Hand Loader still has problems, like not being able to break down alt. ammo types, even though all of the handloaded ammo is made to effectively replace all other ammo types by being able to do a little bit of everything. The exception of course is shotgun ammo, but that's a whole other conversation.

I still remember my disappointment when I played at launch and tagged energy weapons so I could start with a laser pistol, then finding that even the powder gangers with their meager DT made it feel like I was shooting them with a flashlight. I was so glad when they patched in the -DT effect on energy ammo.

you mentioned hand loader and it made me think that an effect that increases the chance of recouping drained cells when using plasma weapons, similar to Vigilante Recycler, could be an interesting secondary or tertiary effect for Plasma Spaz. I think it fits with the theme of stretching your resources, then toss in a small critical chance or critical damage bonus to add another direct combat bonus.

That's impossible to answer because NV has too many good random mods, and you need to clarify what in particular you want

Mojave Scenery Overhaul is a very cool visual mod but you will have to create LODs
The only good armour mods I can recommend are LARP, Revamped Fiend Headgear and Titans of The New West. NV already has a good variety of armour and there is not much room to add more.
Another Millenia, Another Millenia Gun Add-on, Gun and Friends, Postman6 mods, ZL Armaments Remastered, and Tactapack are all major weapon packs worth checking out. There are also single guns or replacers like WAP but you can find those yourself.
I don't see the point in recommending weather and character mods because they are listed in Viva New Vegas. Things like Living Desert and Goodies too.

The best way to do stage 2 of the raid is to cheat like fucking mad with fuel can mods. Bounce around like a pinball machine in a hurricane and complete it in under a minute.
Fuck stage 2. It's a good xp boost on top of en06 farming though in exchange for a minute of effort.

Why does it seem like all the archetypes they added suck shit for small automatic guns? Furious ticks down so fast you barely ever have more than a few stacks, very few small guns have a big enough magazine for bullet storm. yeah its been challenging trying to think armors that have unique properties. so far the armors ive modded have a one positive stat, one negative stat, and a drug auto injector. but the drugs are also modded and need to be crafted from materials the player has to search for in the wasteland or if they have a custom perk, they can get better recipes and generate some of the materials needed based on time of day and their actions. im not sure how happy i am with the results but i wanted to make something that required the player to interact with the world to get the most benefits. And i felt like idk its more survivor-y to have to look for materials to buff yourself

But basically the point of that stage is, there's one mole miner that you break the small crystals on, its the top priority because it can insta kill you. After that, there's three large crystals and you just need to lure everything to them while tanking the hits and then destroying them when you're surrounded.

What I did starting out was try to join raid groups that already have 3 people. That much is enough to easily handle the raid but you can ride along and get some first hand knowledge of how it goes

I think in the context of Fallout it would work better if it was less hands on. And had more story and explicit progression attached to it. Ie you take on an indirect management role where you can find and recruit characters in the world to certain roles, delegate what kind of structures or things should be built where, make decisions like taxes or some other kind of policy that would emphasize more of the reactivity of your decisions and how they effect things over time. But otherwise it builds up and progresses naturally over time based on your decisions. I suppose you could have the more hands on building still in this context but the problem is that it replaced most of the game that would have had actual content and made the world feel ridiculously barren, it should have a lot of effort put into it that spans the scale of several big quests and shouldn’t result in the removal of what would have been large towns in other games. You could even make a game where the entire focus is the building up and governance of a single central settlement and that’s what the story deals with.

Sure. Classic Fallouts made it pretty clear that the pre-war culture is dead and only exists as a decayed background for the wasteland. New culture is a mishmash of typical 90's postapoc tropes - ooga booga savages, city states, cults, lawless wasteland etc, all with the different flavor to them. Todd's new world never created anything new, nor it evolved in any way. It's a pile of direct cultural references, trying hard to be GTA and failing. Of course it feels like corpo worship and a fake nostalgia for something that never happened.

yes, they can indeed spawn inside the build area. to keep the nonsense at bay, you'll want to build your settlements around the knowledge of said spawn points. this can obliterate your aesthetic depending upon where you're building. i don't mind the attacks, but they should be more like raids that you can see off in the distance. if you don't use fast travel, it can help, and you'll sometimes see forces en route to the settlement.

Protip: ignore the settlements. Don't protect them. Do the bare minimum. They don't mean anything and aren't needed for anything. This way FO4 will feel a bit less like a grindfest and a bit more like an actual game.

Yeah, building walls is generally pointless. You want to centralize your defenses, so for Sanctuary that means turrets 'n shit lining the road looping through the suburb. Automatron helps because you can have shit like Sentrybots on patrol, and no matter where they are in a settlement as small and relatively open as sanctuary, a raid will result in the sentrybot bullrushing them in half a second at mach speed

Yeah Im gonna move some walls around and make some changes to sanctuary next session. I unlocked red rocket and abernathy farms, and put up simple machine gun towers for defence with the initial plan to develop them later. I'll most likely just leave a few more turrets and focus on exploring instead. Just feels like an odd design choice

You can just ignore these suckers. It's incredibly hard to lose a settlement to begin with, but even if you do nothing really happens. They aren't required for the story, just at some points you'll need to place a beacon or a generator, that's it. Fallout 4 is bigger than this tiny map corner, go and play the game instead.

Better Power Armor - Redux
It allows power armor pieces to absorb the full damage of each hit to that piece. This makes power armored enemies feel REALLY strong, but not retarded and annoying to fight. It also makes using things like mines and environmental explosives like cars or perks like tank killer or the penetrating legendary effect feel impactful. You actually feel like you're fighting a miniboss, and PA vs PA is raw kino. There's also a lot of dynamic decision making that goes into it, e.g. "Do I try and shoot off his helmet because it has less HP and armor than the torso? Or commit to blowing up the torso so it's easier to deal to consistent damage?"
It adds further macro mechanics for the player's consideration, like sneaking into a well fortified raider camp to disable the power armor before they can use it when they realize they're under attack and go on alert.
It's also obviously really fun to be able to walk through a hail of gunfire without taking damage as a player, but you still feel a kind of vulnerability when you start losing armor pieces, since you're not actually equipped with anything underneath it and thus take full damage once that armor piece breaks off. So if you get too cocky and just walk straight into super mutant suicider while being lit up from all sides by super mutant miniguns, you're definitely dead.
