Chances are, it's not a "relic."
A relic was a something named by Seiros after the war, when she rewrote history. There's nothing saying that Agarthans or someone else couldn't have killed any old dragon and made a weapon from it. We also have no confirmation from a primary source that 1) dragons weren't made into multiple weapons or 2) that Sothis was killed FIRST before any others.
It's entirely plausible that Lamine's dragon was killed first, made into both a sword and a necklace (or the sword gets shattered and re-carved into a necklace), and then the Nemesis stuff happens.
