It IS DR4. The steam page says the alternate scenario is as long as the main scenario, and still has the trials with brand new culprits and victims. It's a full new Danganronpa game that shares a cast with 2 and happens to come with a remake of it.

Anyone saying otherwise is just as foolish as the people looking at the original reveal of THL and going "well it must be a pretty short game if you just have 100 days and they skip chunks of them". These devs NEVER play their full hand on announcement, this is a bigger deal than you are assuming.

It's Kodaka being Kodaka. We technically never got a Danganronpa 3 game, only a V3 game which is not the same as anyone that actually played the game can tell you. Why is the game called 2x2 instead of something like 2 Deluxe or a million other options? Well it's not random or a mistake, we learned he is very specific with the titles in V3. The easy answer is that 2x2 is a math problem, aka it's Danganronpa 4.

And again these Kodaka games never tell you the full story with the marketing. V3 hid who the true MC is completely and then went out of the way to claim it is not the 3rd Danganronpa game and THL literally just pretended to be a game where you only live through 100 days without even the slightest hint that doing so is just finishing the prologue. At a minimum, Kodaka will not take the easy route, he's going to fill this with some twists and the cast will feel different if only because he will kill off important ones and give brand new lore and reveals for ones we know little about like teruteru and the impostor.

There's no reason the setting can't have new areas explored, one of the literal only things we know is that the plot begins by Nagito helping you reach a boat. They could be off of Jabberwock Island in under an hour of gameplay for all we know.
The cast isn't locked to the existing 16 used the same ways either. Just by having ones that survived to the end die early and ones that died early survive a long time, they can completely flip the cast on it's head and have entirely new dynamics. We know almost nothing about fat Togami at all. This is before even considering that... they can find new people the same way some routes in The Hundred Line do things like have Eva join the group.
