You're on the right track with the drill but they should be like the Rocket Ram instead. That was the best mobility item the game ever had. It was good for traversing distances, had a secondary purpose in demolishing structures, had a reasonable cooldown, hit hard as a weapon, and most importantly, had a significant wind-up so people couldn't pull it out of their asses and fuck off to the other side of the circle the moment they felt threatened. It was powerful, fun to use, and balanced. But the cardinal sins it committed were twofold, in that it countered builds and it couldn't be used as a get-out-of-jail-free card, so it was banished to the shadow realm because Epic refuses to listen to anyone who isn't a turbosweat or the FTC.

apart from being able to carry multiple, I think the shockwave hammer is pretty balanced for the similar reasons. it has a pretty long cooldown and windup plus it bounces instead of flies so you can get caught on terrain if you're not careful how you use it.
