It makes more sense if you consider that the people who buy VNs aren't actually buying them, they're pirating them. This is why there isn't any incentive for companies to put more effort into VNs - they can't recoup costs without selling millions upon millions of copies.
So it stands to reason that they're looking for ways to lock down access so piracy becomes harder and less appealing, while simultaneously making legitimate purchases easier and more attractive.
