After the whole sequence of attacks and debuffs they used against Tiamat in the underworld to make her mortal, they eventually left her as an empty shell that just needed a final blow. At that point, any NP with anti-fortress firepower would have worked to finish off what was left of her, such as Enkidu's NP, Quetz's, Ishtar's, etc.

See, the problem with a character like that is that he could basically only be a one-note gimmick or turning point of a story. He's got nothing going on to warrant him being a real combatant or even legitimate Assassin, so the most you'd get is him using his Noble Phantasm on some major figure (living or Servant), causing some real chaos as a result, but probably while biting the dust in the process.

To begin with, there are too many master/servant pairs. If the "fake" war was, like, 3-4 servants who all had the Double Summon skill forced on them to forcibly prime the leylines for the "real" war, he could have stuck to the core dynamics that really worked.
Not all of the True Servants are especially interesting, so you could shuffle a couple of the False Servants to the other side.

Had the story actually been written with the idea of being tied into El Melloi Case Files/Adventures more thoroughly in mind from the jump, then it could have been all right. Instead, it's just one larger set of references among a pastiche of many.
I'm sure there are plenty of people who'd like to see the El Melloi cast in the framework of a Fate story, but this isn't the way to do it. Instead, they're piled on top of some of the actually decent ideas he did have. Now none of the shit with Sigma, Richard and "Ayaka," Hanza and co., Faldeus, or Orlando and the police have any room to breathe.
Flat was fun at first as like a single connection point to Waver's side of things, but he overstayed his welcome and ended up being the entry point for the rest of them.

I routinely check in on FSF translations and I'm kind of amazed at how Hippolyta appears to be a nonentity. Does this woman and her 30+ Masters even do anything? The series appears to all be just about taking giga busted dudes doing their thing and in comes a relative normie that gets completely sidelined.

That's why he CAN, but that's not what he chose. He didn't want a "special mixed world," he wanted to conform to "canon" and fit into the Nasuverse cleanly. He's still just writing a story of references and tiptoeing around Nasu and the gang's FGO writing because he's afraid to just commit to anything for fear of contradictions. He CAN do whatever he wants and Nasu would probably prefer he does, but the fact that he keeps waiting to see so that he reduces the amount of overlap and contradictions is biting him in the ass.
Had he just committed, written what he was going to write, and gotten it to print then he would have gotten out ahead of a lot these problems. His health issues slowed him down for a bit, but he was always slow and overly cautious when Nasu frequently urged him to just write crazy shit.
