Another strategy to climbing in high elo is learning how to farm players and skip queues. The problem isn't Jeff specifically. Its healers in general. In a better world we would have maybe one healer with AoE healing for their ult while the rest have utility. Counter ults can be shifted over to Vanguards who can stun/block.
Here is how I would fix the support ults
>C&D only heal themselves, allies get speed boosted, damage increased. Usage is pushing forward and making space because the floor is lava.
>Rocket goes back to 1.0 with his original 40% damage boost for comboing ults and playing aggresively.
>Invisible Woman works as is with the most recent patch (massive slow) but no healing except for herself. Usage is basically making your team invisible instead of invincible, anyone who tries to enter the zone gets raped.
>Luna should be a toggle between AoE healing/AoE damage(not damage boost). To bait Luna into getting her teammates killed because she wants to DPS.
>Mantis ult should only grant overshield and move speed. No healing except on herself maybe.
>Jeff loses the puddle. He gets a choice between eating allies or enemies. If he eats allies he gets massive shield/damage reduction so he can get them to safety. If he eats enemies he is marked for death and takes 300% bonus damage, so he better be getting support if he wants to go for kills.
Unfortunately the game evolved in the wrong direction and we cannot go back. This all stems from Rocket amplifier brainrot.

I play on console, so the speed needed to hook a bp is more difficult than you give it credit for. Flankers and divers have a lot in common, so i put them in the same category personally

A diver puts themselves more at risk than a flanker. Diving into a group of enemies can very easily be a death sentence, while just poking with a flanker until enemies are low or retreating if things look bad is way easier.

Angela is good, but she can very easily become shit on certain maps and against certain comps. I think this is what trips people up about her. They just pick her regardless of map and team comps.

Some maps funnels teams together making it harder to pick enemies off, has worse routes to move through and attack from, fewer or no pitfalls, are very enclosed and tight quarters, etc. which makes playing Angela effectively much harder.
