SaHiyori Cross-Review

Eruru: Permanent character with no special abilities, so easy to skip
SaHiyori's buffs are limited to Dark element only, so when forming Dark physical parties in the future she will be an option to consider. Her usage will be limited by her element-locked buffs and lack of unique abilities. Skippable

Leonmaru: Pretty strong but skippable perm
About as strong as Precia or Vikala currently, to the extent that replacing Vikala with SaHiyori results in the exact same damage. Extreme tryhards/score-chasers with a lot of jewels can consider pulling, but as a permanent character who doesn't perform that much better than existing options SaHiyori's priority is not that high.

Common points/my thoughts:
There isn't too much to say about SaHiyori. Her performance is probably decent enough, but she's a permanent character who is strictly limited to Dark element. I'd say skipping is a smart choice for most people. Pull if you're a whale or Hiyori is your favorite character, otherwise this character is a skippable sidegrade.

Now that I've cleared wind 9-10, I can finally properly disagree with this.
I don't recommend pulling her, I managed to clear all of wind DQ without having CRanpha (and CChika).
The characters that are absolutely essential imo are: Fio, SEris and Anemone
The characters that are nice to have but aren't required imo are: SpSuzume and SMisora
As for SMisora, you NEED to have her for 9-10 so you can borrow CRanpha. But if you've made it to 9-9 already, it's perfectly okay to just wait there until Crown Kokkoro actually comes.

Have you considered that it's possible to do it the other way around? I have no idea what world you are living in, but C.Ranfa has been used way more than S.Misora. You had everyone other than C.Ranfa and C.Chika (less important unless you are my FKD), so it still worked out for you, but telling people it was better to pull S.Misora than C.Ranfa is just wrong. Look at Wind 9 on the DQ sheet and count how many times C.Ranfa appears vs. S.Misora. I skipped Ho-oh and still made it far in Fire, but I'm not going to say she is unimportant because I can still function without her, even though I undervalued her (and had no Jimmies) when she came out.

A non-poor one. SMisora has been in 4 pick tickets (the 2 7th anniv tickets, GW, 7.5th anniv) , CRanpha hasn't been in a single one. I could never bring myself to do this or recommend it to anyone else, even if realistically I would never miss that $30. I don't account for anyone spending money in my recommendations, because I don't want to pressure anyone into doing so in a situation where I wouldn't. If you are willing to spend, then more power to you. If you really want to give Cygames money though, I'd suggest buying the merch (if you can). EoS can't take that away from you.

Alchemy question if anyone knows, what are the rates of appearance for Pen quality? That is, intuitive elementary statitics would dictate that if Purple, Red, Green are all equally likely to appear for Pen and a Pen roll is to appear in an unlocked substat slot every six rolls then theoretically you would expect a 3 xPen roll every 18 rolls or so but that is quite obviously not the case.
