To be fair, we don't know for sure how many relationships Sarah's been in that actually led to sex. Pretty sure CDPR had more content planned for CP77, but with how fucked it's release was from the start, they probably poured too much money into the free fixes and upgrades which drained too much of the budget that could have been used to make more large expansions of the game. I was just being a total asshole on this second playthrough, but I didn’t realize I was unintentionally sabotaging House Va’ruun to stay in ruin and continuously wallowing in their misery. So much for me being a hero.

Cyberpunk didn't actually change the base game much outside of fixing some bugs and adding in some immersive elements. Starfield is by far the more ambitious title and has more systems that can be improved. It's definitely not impossible to fix like the youtubers would have you believe you'd only need to revamp the core mechanics to make the game significantly better.
1. Better space travel. Doesn't need to be seamless, just needs to be fun and engaging. Less menu-ing when traveling will only help. They could add in seamless menus like a star map that pops up when you're in the pilot seat.
2. A reason to use outposts. Fallout 4 had a good balance where it optional but highly rewarding. They could take cues from Sim Settlements and have named npcs pop up as you populate your base. These npcs give out quests too.
3. Better proc gen. The game needs more patterns to make the proc gen less obvious.
4. POIs need an overhaul as well. More specifically they should aim to make the system mimic the gameplay loop of their more popular titles like FO4. What those games do well is lay out content in a way that organically tells some sort of narrative. Something that could help is to have more quests given by npcs to get you to go to x location and then have the proc gen choose from a pool of pois that will expand on that quest.

For men, I use Robert S because it's the only one that sex mods are actually utilizing. Only downside to the mod is that it uses a custom body texture, so it's largely incompatible with any custom short sleeved/sleeveless or topless outfits that isn't vanilla and causes texture bugs .
For women, I use a combination of ZBB and CRT Skins (latter deleted from Nexus, look for it on Allmods). Milky Way Vixens is currently the only female body mod that supports jiggle physics, but I don't care for how that mod gives women banana tits and sluttifies vanilla outfits

Starfield actually did do this through giving you the option of making afflictions more detrimental to you, especially when explore unbreathable planets. You might be in the middle of exploring when your suit protection runs out and you begin to take gradual health damage, which you need to enter a breathable area to fix, so you can just craft a base on the spot instead trying to find a breathable POI location or fast traveling all the way to your ship for that (if you're not suffering from an affliction that prevents fast traveling anyway). And resource gathering is actually faster and less expensive at your bases if you use the waiting feature to pass the time, and you'll ideally want this if you want to craft tons of panaceas to deal with all the afflictions you'll get from taking damage in this game.
