They do stuff like this to make mid/late game characters capable of soloing buffs and Jungle camps in between objectives.
For instance, they upped Jhin's trap damage to jungle camps and people thought that it meant he could jungle (he can't, at least not well).
There was also a really weird string of buffs to some champs to try to push them into the Jungle, such as Gnar whose passive does massive damage to Jungle camps but he's an awful first AND second clear jungler.

In ye olden days you used to be able to just take over the map through what we would call skill today but back then it was just having more knowledge than your opponents.
I cannot stress enough how impactful it was to start the game with +5 Armor and Stacking Armor, +5 Magic Resist and Stacking Magic Resist, and +15 AD in terms of Old Runes. This guaranteed, to some degree, that games would last at least 20 mins since most people could survive far longer in lane than they do now, the equalizing factor was that Mana was *much* more important of a resource to manage, which is why champions like Riven, Vladimir, Yasuo, and Dr. Mundo were such montage-worthy characters at the time.

The removal of these initial resistances and the addition of a bajillion catchup mechanics, not to mention the trillions of laning guide videos coupled with a shrinking playerbase of ever increasing smurfs and higher skill floor means that most games are going to play out one of three ways

>2. you lose because you (and your team) sucks and can't coordinate
>3. the game is a fucking 45min slogfest of smurfing and asinine choices on both sides which boils down to a coinflip at an objective and one team wins off of it

That's league now. I will say there's 3 exceptions at the moment worth exploring still if you still want that "I'm winning the game solo" experience:

The skins suck except for maybe Jarvan, the champ's design (from what little we've seen) is generic humanoid slop with no good, defining features, and not even a unique weapon.

"Oh, but the kintsugi" no. That's not distinct, that's fucking STUPID, and Supergiant beat them to the punch by using it with Kronos, to infinitely better effect so far. I'd say I'd play Legends of Runeterra for cool Darkin stuff, but that's almost exclusively a PvE slopfest that charges even more egregiously than League does, despite how cool their Darkin are from a design perspective.

I wouldn't say that characters being able to flex is that much of an issue, if players have an incentive to play less 'traditional' comps. The issue is champ who you give a kill to and make you unable to play or run over your lane, Jinx is an example. Even if you take out their game warping ability to gank, their sustain alone makes them objectively better than every lane. If you take a bad trade in a lane or have a bad matchup you have to spend the next 1-2 minutes recalling walking and fixing your wave.

When you get low as a jungler you just do a camp and you're back at full hp and ready to get more gold or objectives or ganks. This role is completely immune to any kind of balance criteria that is applied to everyone else. The only consideration riot makes towards this role is "how can we make them have more fun?". While every other role is balanced around 5 or 10 "pro" shitters. It is honestly a catastrophe for the industry that riot employees still have jobs.
