S11 had quirks, but Seed and Orphie kinda push it.
Seed just flat out isn't a soldier. She's an orphan adopted by a military unit. It's baffling that she was put to live combat, let alone became an active member. Out of all of them, she's the worst in terms of tone.
Orphie plays a more daughter like roll to Magus, who is also a bit goofy. If Orphie was Magus personality wise, I'd get it, but having another parent-child type relation in the squad is so off.
Like, we spend an insane amount of time with someone who amounts to another kid forced into the squad. Having Soldiers with quirks would've been fine, but we more or less have 3 child soldiers, a dead dad, and a really strict mom. They don't fit the vibe that S11's interactions initially set them up to be.

Start asking the people who paid directly what they want, what they like, and what they dislike.
Start asking the same of moderate spenders, and off a decent polychrome reward to take said survey.
I also stop rugpulling agents like Seed or Komano, and make sure all agents are viable endgame without crazy investment.
Making the weapon banner 100% would also help encourage spending and keeping F2p happy.
To encourage low spenders, i add polychrome / cash upgrade paths for standard units, while allowing more ways to spend polychrome for rerolls, content, etc to encourage more low spender impulse purchases. It will make players feel like they can invest into any character they like while still keeping new units fresh. If it cuts down on banner sales it'll also cut down on new unit costs because you can simply add more use with minor retooling to existing units.
Also, sell more skins and model swaps. Skins shuld be low investment high ROI with different rates for full model swaps. There's no reason it should be so intensive to make a new skin every patch, hire out to modders if need be.

The goal would be to up monetization while pleasing the spenders and keeping the freebies playing.

Bring back TV Mode but make it good.
Expand the minigames into permanent, full-fledged side games with their own progression systems.
Personally interview each of the writers and figure out which ones need to be fired and which ones need to be given more control of the narrative.

If Soukaku is lvl 60 and her core skill is maxed, you can meet or just be barely under the ATK requirements for the full buff without needing ATK mainstats but disc 5.

Everything else is to make her better at applying cryo and doing anomaly damage for obvious reasons. If you play the mono ice team properly you don't need extra energy for soukaku since she's mostly just using her EX during the stun window and/or setting up before it. And you should already be using an energy main stat engine like kaboom the cannon.
