A lot of people like to say "anyone can reach 2000" or whatever rating but I think they get this impression only because chess has an inherit selection bias because of it's reputation and generally smart people mostly associate with other smart or average people.
Everyone has a natural level they can reach with consistent play+light study but then after that every 100 points requires exponential more effort until you reach the "stjepan point" of being plateaued no matter how hard you work which is basically a genetic ceiling
Maybe for someone smart that natural level might be around 2000cc but for some with a low quality brain I can see it being in the 3 digits

for puzzles lichess is fine, chesstempo is better and pirating puzzle book is best, "1001 Chess Exercises for Beginners" is a good starting point again you can find it on the internet quite easily

That is way too pessimistic. All he needs is to learn some M1 patters in order to know what a checkmate looks like (so he can execute it).
