The devs are rightfully cautious of Dragon being good so they probably changed a lot of the Disdain cards trigger conditions to be less favorable.
Congregant probably used to trigger once a turn on any damage source and was actually a good card since buffing your entire hand by 1 while also being a sweeper that can then evo to trade was found to be too good.
Same reason why Nation of Disdain has Countdown AND costs 1 to engage. Same reason Zako loses all her text when she super evolves, same reason Galm is Enhance instead of overflow and only triggers once and only hits followers.
These cards are all conceptually playable but they've clearly been nerfed to have worse trigger conditions and probably for a good reason, Dragon is the same type of cancer as Rune when it's good.
