So now that I have two full teams worth of 5-star limited characters, I want to begin actually min-maxing with my teams to really get ready for TOA and WhiWa.
When it comes to picking and fine-tuning echoes, do I basically focus on getting:
1. As close to 100% Crit. Rate,
2. over 200% Crit. DMG, and
3. as much ATK as possible?
Do I do this for all my characters or just my main DPS and sub DPS characters?
What about support characters like Verina and Shorekeeper? They don't need Crit. Rate, Crit. DMG and ATK, right? What do they need? Energy Regen, I presume?

Will they add another region specific mechanic or will the element dots be the end of it allowing older characters to possibly have new teams?

Look up build guides for your specific characters. General rules of thumb are:

around 75 cr and 300 crit damage is a unicorn ideal ratio. ideall you want your crit damage bonus (aka all crit damage above 150%) to be 1:2. 2*75 is 150 so 75-300. You can't really get that without perfect echoes, but you want to get as close to that as you can.

Eternal Radiance echo set and Dream of the Lost echo set both give +20% crit rate. That, combined with a crit rate weapon, and a crit rate 4cost, can easily get you 100% crit rate.
The reason why you don't see anyone with 90-100% crit rate is because A) Shorekeeper exists, and she provides +12.5% crit rate, so any crit rate above 87.5 is wasted, and B) gettting crit rate that high means you're sacrificing crit damage, which is generally not worth it. It's the ratio that matters in terms of average sustained damage.
