JP fanartists love IDW characters and Archie characters. Look at that Kit artist who draws so much Kit. She's Japanese.
JP Fandom tends to have more fondness for meta era and Boom than the US fandom.
People who like Sonic in Japan tend to be westaboos attracted to it for its western influence and people who like Sonic in America tend to be weeaboos who are attracted to it for its eastern influence.
JP audiences tend to have a much warmer reception to Archie and IDW than western ones. There is no Japanese equivalent to Randomfox.
Chinese Sonic fans also tend to like Boom and IDW.

While I would be for adding characters that were in underground and Fleetways Sonic the comic, Most of the core Archie cast wouldn't really fit if they were added to the main cannon, even with altered backstory's. I like the premise of Surge but IDW's Surge is severely underbaked. Her and Kit are like the two things salvageable from IDW but if they were introduced in the games continuity, I'd want it to be a total reset with nothing from IDW being acknowledged.

The facts are plainly laid out right in front of you: SEGA did not market its consoles or properties well. SEGA consoles were unpopular. SEGA franchises (created by SEGA) were unpopular as a result. Puyo Puyo, Persona, Hatsune Miku, etc. are not SEGA creations. Sakura Wars was made by them, a game that debuted on their only popular console, which had 0 mainline Sonic games. Even then, that series died. Even Yakuza, contrary to how popular this general thinks it is in Japan, sells less than a million on average.
