There's the bottleneck of needing to be level 40 to make a guild. There's only 20~ guilds currently and they can only house 20 people each so it's inevitable that no freely open guilds show up. They're all full or closed to invites to prevent 100000000000000000000 join requests going through.

there is raid in 4 days where you need 9 units (normally you use 6 units for everything)
