Snowflake on a diver never makes or breaks if they're succesful or not, at best it might mean they might get one more kill or get away once when they would've otherwise died. But it could just as easily not change a thing.
If a diver demands or begs for it, they are shitters.

it's actually the most valuable on them because they're the ones playing out of healer line of sight the most, which means they're the hardest to heal naturally
additionally, every diver is balanced around high burst but limited uptime due to constrained resources (usually by having their damage tied to abilities with cooldowns, rather than someone like Hela who can shoot you whenever she wants) as well as needing to spend time running to a healthpack if they're low on hp. having flake on them means the only thing holding them back is their cooldowns, which is why a flaked psylocke is insanely powerful, because she can perpetually farm her cooldowns back and keep bursting stuff down. also, flake applies with your luna ult too, so if the diver is playing in their backline while you're keeping your team immortal in the front on your side, you'll be keeping that flaked diver virtually immortal too even though they're not in your ultimate.

all of this to say that if your spidey is some 2-13 retard and you have a 15-3 hela then you're most likely better off just flaking the hela

Snowflake doesn't heal as much as you'd think and doesn't even necessarily heal when you need it.
It's a "nice to have" that can help in rare instances on a diver, when it could've otherwise boosted Luna's single target healing to over 200 hp/s or help compensate for missed healing hits better on your intended targets.
No diver needs it and if a diver asks for it, they are shitters 100% of the time. Divers have the tools they need to get in and get out and should should learn proper skill management and decisionmaking.

They're flat out adding new skills constantly, even to heroes that have had teamup skills before. Then removing them thus effectively creating wasted effort.

Let's look at just the current team-ups and their skills and not counting duplicates like Fastballs (which could still be re-used anyway) there's 29 different skills. If we then just combine them with the now removed 17 ones from Season 0, that's 46. There's currently 43 heroes in the game.
The current form of team-ups is inferior, is wasting resources and makes heroes randomly play worse and lose skills. Not just if a certain hero isn't in the match, but between seasons.

Forcing the team to stand close to a deployable to get damage boost locks your allies down to one location or forces them to move to a location, groups them up for enemies, can force team to move to a disadvantaged location, deployable can be destroyed, etc. The baffling thing is that it didn't even benefit Rocket himself since he was most likely out of range of any enemy.
