You do get everything even if you borrow her. What he is talking about is the "event power" that depends on the LB status. This event power affects how much stats, energy recover etc. you get from her dating events and random events.

Top row has SSR 0LB and SSR MLB
Bottom row has R 0LB and R MLB

This is just the first event where the difference isn't too big, but you can see that SSR MLB gives 13 stamina instead of 12 stamina that the R version provides. It also has "energy recovery ammount up" which means higher LB gives a little bit more energy if the event has energy recovery. MLB version of course has couple of things going for it aswell such as the unique effect which R version does not. SSR Riko unique skill "Rushing Gale" is also not that good so missing out on that isn't really important.

Decreases failure rate when training together (10%)
Decreases energy consumption when training together (5%)

The reason why people say MLB R version is enough, because the difference between the stats and effects is rather low so MLB R more or less compares to 1LB of SSR version and can serve you enough to not having to lock your borrow slot to Riko. You can also potentially save pulls as you aim for MLB R version, however do take note that this isn't like just couple of ten pulls even if it's R. You can potentially end up using a lot more depending on luck of course.

I do try to help if possible, but to me Riko/Rice banner is not a must pull. It really depends on your account status and how competitive do you want to be.
I do see some sense in not having the borrow slot for MLB Riko as if you have your own MLB R version or 1LB-2LB SSR you can have the borrow slot empty for skills you'd like on an ace.

I am personally going to drop couple of ten pulls on the banner, maybe? I rerolled Kitasan and did a bit over hundred pulls on Creek trying to patch up SRs. I also do daily pulls and did use some of the SR+ tickets you get from events. I will pull on Nice Nature aswell hoping I'll get more SRs uncapped and maybe even getting lucky with SSRs.
I just think if someone said to get Sweep Tosho to MLB since it's one of the best speed SRs, I'd say sure, but don't expect it will be easy either. If you are unlucky you could end up just getting dupes and for example I still only have 1LB Eishin Flash which I got the 2nd copy of from a daily pull last week or so.

I think the best advice when it comes to support banners is to hope patching up your SRs as with good SRs you'll have an alright time. Aiming for all meta SSRs, especially high LB is just a dream outside of spending money or being really lucky.
I do want to emphasize that all of these depend on the individual, his account, cards, horses and playstyle.
You really do have to think about how *you* are playing the game and what makes you enjoy the game more.

In your situation I would personally save for Kitasan rerun banner and save the SSR Selector ticket from half anniversary and uncap crystal from the introduction of that mechanic for Kitasan. Hopefully have enough to spark Kitasan and see the results if you need to use both the ticket or uncap crystal or in case extremely lucky, neither of those. In my opinion Kitasan is the better choice as long as you see yourself playing for a longer period of time as Riko/Rice have their time untill they kind of just drop out, while Kitasan holds her value for quite a long time. Now if you have no SRs, been miserable playing the careers and don't think you want to wait for Kitasan, I do see some sense considering dropping atleast some rolls on Riko/Rice to get a bit of support going onwards. It just depends on the individual, their situation and their point of view of playing the game.

My career has been pretty smooth and I can participate in graded league and win just fine. All the rolls that I did during Kitasan banner funnily enough saved my account from being bricked where I think I would have been bricked if I pulled less and stopped the instant I get MLB Kitasan.
My decks are pretty flexible too where I have a deck to focus on fan farming and a deck to focus to ace training, and to TT team. I have decks for all style and distances so it's been pretty chill even without forcing myself to pull for meta honses.

You can take advice for what you should pull and what cards are good, but it's pointless if you don't fit the mould what they are trying to fit you into.

I'm ignoring Christmas Oguri for Cafe and that is basically shooting yourself in the head when it comes to CMs, thus everyone says to roll Christmas Oguri. However since my main point of playing and enjoyment does not revolve around CMs, it's not that big of a deal to me. That and you can always pick her with the first anniversary paid 3* selector ticket, if you want to spend a little bit to get your favorite or something else.

It's easy for me to say due to having my own MLB Kitasan and good SRs to ignore banners and so on, but at the same time I have the cards to build aces and compete in CMs yet I don't. I can understand why people would be told to roll her as she is extremely good for CMs, from what I've heard and read. It's yet again the same situation where if you don't much care about CMs and just roll with them, then Xmas Oguri isn't really a good idea to pull at all. If you don't like her you're just going to potentially waste a ton of carats for something that is extremely good at CMs which you don't care about, so what was the point.
I consider CMs to be a potential goal rather than payout as the payout part is indeed quite nothing depending how much you spent resources and time prepping for. People who enjoy CMs or playing meta will most definitely pull her while some wait for the paid ticket on first anniversary and if that makes the game fun for them then it's a good idea.

This is because I was a newfag, joined the game July 25, and blew all my carats on umas because I didn't know how the game worked. Since August I've been doing 10-pulls on card banners every time I hit 1500, and that substantially increased the value of my deck, I can consistently clear URA without skills and win Group B in CM's. I want to save for the all-uma banner in February (have 10k carats, started saving 10.1.25), but I think anything extra will go into the Kitasan banner, and if I get lucky, then I can use the selector and uncap jewel to get a 3lb Kita, which is usable and would forever free up my borrow slot.
I want more umas, but playing the game without mlb kita just sucks. You almost have to borrow it every single fucking time. Maybe if I had mlb halo/sweep I could get away with not, but sweep is 1lb and halo's only 3.

I regret dumping all my carats on umas. Sigh.
