The Solution: Make her burst worth using, let her take advantage of the buffs she provides as well as her unique lightning fast 0.7s reload speed (twice as fast as any other shotgun).

Letting her fire a little more than twice as fast as Tove's buff when she bursts allows her to make better use of what her kit provides. It's filling up her mag, giving her more shots to work with, increasing her (and all shotguns) hit rate by 45%, then letting her magdump at a pace that matches her incredibly fast reloads which would let her get a few mags of accurate fire off during burst.
I've always thought of her as a core member of a shotgun team, but this change would give her a new lease on life and let her be more selfish with her buffs by tailoring it for her specific needs. Her burst has always been both too weak and extremely situational so giving her some firepower makes her more than just a flex or offburst pick.
