make sure you are pulling the free 3 star apostle from email since that apparently gives out the rare characters too.

So what I do is just not get 1-2 of Levi/Festa/Veroo, then as long as Kommy, Yomi and Posher are alive you'll get the 3 stars.
(In that team, if fielded, Festa will instantly die, Levi will die, and Veroo will only die at later wave.)

They have base stats but its not noticable before tier 6 gear so you are better off consuming them to up your gear level. You can also enhance them but its not recommended before reaching the current max gear level of 6 since you dont get many materials back. There are no RNG stats AFAIK, its a fixed stat in every slot. And enhancing gear increases the base stat by a lot, its the main power source from gear until more gear levels are added in the future.
