You're fine for the most part. You get a ton of characters for free. Launch characters are still strong and relevant while later characters are also strong so you're fine either way.
Power-wise you can get the main combat portion of your squad raised very quickly due to readily accessible rewards. The vanguards and utility slots aren't all that important. You also get to use a friend's character to lean on for help.

Given the way ownership of the packs seems to work I figured it was just a case that those were the four that past Heirarchs managed to get control of and passed on to the next heighrarch. Getting a monopoly on violence by controlling all 12 packs like Lord Lu did seems like exactly the kind of thing the Xianren and their spokesperson would want if they could actually do so without triggering a civil war.

Sounds about right, they swoop in to spill the blood of weak and tired without regards for their own safety. Even against opponents of equal strength their suicidal tactics and numbers could probably let them win. Kind of like sweepers in that regard. So if you've got a trained group/army that can weather their assaults the roosters would eventually attrition to nothing. And replacing Heishou must be expensive so whoever owns them wouldn't send them into that sort of fight to begin with.
