Reaper had a higher winrate than Genji and especially Tracer. Also everyone knows the nerfed Tracer perk needed one, I just tested and it's still good so it's a really smart nerf. The wrecking ball perk buff was because the other one was just better, it wasn't a change relative to other characters but relative to the other perk. Same with Doomfist, it's not effectively a buff cause people were consistently picking the perk that didn't get changed over it anyway. And the same story again with Hazard, everyone wants the leap range not the lifesteal...
