Ruina until Urban Plague fails to actually teach you anything outside of abno fights because its gameplay is limited entirely to spamming 3 costs. You can't do anything else since economy doesn't exist yet and there's no point in slotting anything else when you get all of your light back and enemy just dies in two Scenes.
Once Urban Plague rolls up, you get Fullstop. Normally, it wouldn't be a big deal, but you already have passive attribution they weren't designed for. They also decide to introduce economy as a concept 3 hours into the game, yet your only options are Flash of Sunup, Sparking Spear, Loosen Up, Wait Up and Clean Up. Two of these are from Urban Legend. In spite of this, Urban Plague is literally the only tier in the game where enemies don't die too quickly (assuming you're not abusing attribution) and have actual thought put into their design. Bremen, Dawn, Love Town, Carnival, they are all amazing. You also get Rusted Chainlink, which is one of the more interesting factions in the game despite receiving 0 support afterwards.
And then fucking Urban Nightmare happens and the game completely goes to shit, never recovering at any point after that.

Firefist Gregor is solely focused on revenge and whatever he can get to help that, so he is willing to make truces now. If he lasts long enough, there would be other people aside the Fanghunters with similar reasons and their odds would increase according.
