I have E2 Anaxa and I think he is better off without her frankly speaking. It's just that testing with Cyrene are incomplete when there is a limited amount of players that is accepted into the beta. Too many team comps has been doomposted before they go live, when they later on turns out to work really good together

It's more about how the teams work. With Tribbie they both get the buff, but Herta gets batteried far better and is able to actually use her kit to the full potential
With the Cyrene setup you're both A) forced to use her buff on Anaxa since he's the main beneficiary and B) forced to use Bondmate on Anaxa, because you're already gimping Herta's own actions due to lack of batterying
It's funneling most of the buffs onto the subdps of the comp, so it's just not a good team.
Sure it's something I bet the devs envisioned when they changed the Anaxa buff, but as they don't seem to even know their own game (effect res mydei), it's not a very usable one in practice.
With Cyrene just run Anaxa on his own and let Herta run with Tribbie like they're meant to be

I'm confused about the hysteria with Cyrene. She seems straightforward to me, Fugue again but better at E0. Her whole thing is giving a full party x1.25 final damage modifier with permanent uptime. I guess she gives some damage up too and has that thing with her ult for Chrysos Heirs, but her main appeal is amping teams where everyone attacks a la Remembrance and regular buffs aren't as helpful. If you have a single DPS than RMC is still better, much like how Fugue doesn't completely replace HMC.
Her kit's complete at E0 (they were even nice enough to move her nuke from E1 to E0, even if it lost the actual damage part), she's straightforward to build (110 base speed + 2pc/2pc/2pc speed sets + speed boots + herta shop LC = 165 speed, and then since speed is literally her only relevant stat at E0 you grind out 15 speed's worth of substats to hit the breakpoint), and you can completely ignore her eidolons if you don't care about Amphoreus units. About the only downside I see is that her ult doesn't exist from the perspective of 0 cycling, but I will remind you that Fugue's ult straight up did NOTHING until E2.
