This is exactly how the Hertanaxa comp should have worked in the first place although it's not really fixed yet.
In AoE you should have been able to select Herta to get the big buffs to let her take over and in low target cases you should have been able to give them to Anaxa.
Instead Herta's team is a pure AoE comp that falls off hard in ST unlike all the 3.x bounce or blast dps that can somewhat adjust to everything.
