Assuming it works as a multiplier like in most games, a target with no resist getting a -25% resist debuff and being attacked by a character with 5% rate would only mean raising the chances to 6.25%. Attacking with 30% rate vs the same target only raises it to 37.5%.

Newbabel is good to default back on but since she was one of the first new wave (pun intended) of survival related characters after euphoria, we've had more than enough of them to fill 4+ teams.

Joebabel is just where she actually excels more than anyone else and Joe stays surprisingly meta since hes great at dealing with spam type stages.
