Wasted potential.
Could've been interesting if he was a more sympathetic character but Evan and Ian were full throttle on portraying him as a monster for betraying his former comrades despite the circumstances making it reasonable.
Duo would've been a way more interesting facet of Mimic's character if it showcased his temptation to genuinely become a member of the restoration rather than continue his path of villainy, if he felt tempted to 'become the mask'.
Alas, the writers are hacks and hate kino.

Knuckles is pure sex

Rouge is Nega-Knuckles. Meaning, she is Knuckles' equivalent to Blaze, at best. Overall, her main role with Knuckles is to be a rival of sorts, in that respect. The romance angle comes from the fact she is a woman, and rival of the opposite gender = tsundere romance.

And so, Knuxouge is hindered by that fact, because Rouge is more likely to interact with Shadow as an ally than she is to interact with Knuckles as a rival, and so the partnership between Shadow and Rouge is a more solid foundation for who Rouge is most likely to have strong chemistry with. However, the relationship between Knuckles and Rouge is part of Rouge's character by design, so Sonic Team is likely to keep hinting at it and bringing it up whenever applicable.
