Yes they have worse sanity efficiency. The current rotating anni always has the best one, then it's the third permanent one, then the first two.
So you'll have to spend a bit more sanity either way until you can auto the rotating one, so don't worry about it too much, not worth running it manually

Yes, they give a different amount. The 3rd map gives the most, but you're capped at that 1800 weekly no matter which one you do.
You can auto the second one. You get 1 skip ticket a day from your dailies, and if I remember right, you need 7 runs from both map 2 and map 3 to fill up that 1800.
The only time it matters is when you can clear the rotating map. If you can auto that, you only need to do it 6 times a week since it'll be full after that. You can then save the skip tickets for SSS mode instead.

Caper is a pretty good generalist sniper.
Contrail does air blocking, and is cheap access to the skyranger archetype.
Quartz and Pudding are also alright members of their subclass, but less likely to fill any niche you need. Quartz in particular is a massive block of HP, which surprisingly isn't that useful(because even a little DEF goes a long way).
Honeyberry is a decent pick if you don have Eyja's medic alt or Mulberry, she's basically a failsafe so you aren't forced to use Chestnut, the 4-star wandering medic. Wandering medics are elemental damage(the status build up) healers.
The others are pretty unremarkable, though I haven't given Philae much of a try admittedly.

That event can't really fit anywhere in the AK timeline and unlike how they had the Limbus characters mindwiped at the end to preserve their canon, nothing of the sort happened to the RI crew. So all of it and Mayors herself is definitely not canon and she'll never show up in AK.
Even though we've had someone like Tecno debut in the R6 event then become playable, that was at least an event in AK itself. If she was an OC created by Ubisoft for something in their game I doubt it'd ever happen.
