Anonpipi, there are no bad limited characters in the game. In fact I would say there are no bad campaign ones either after Undercurrents. The only bad characters we've had after 000 (in other words year 3) are Hypatia (who is currently getting her own Exodia), Korryn and Synex. And they are only bad for autistic stuff like DZ rushes. I am 100% sure they would still be able to clean the stages in 30 seconds.

Best time to start is now. It doesn’t matter when you start, everyone gets the same starting goodies regardless of when they join.
It's decent when it comes to f2p. It's not Azur Lane levels of "here's everything for free, pls buy our skins" but also not "here's a 0,001% chance to get the new hotness, now try to get 5 dupes".
The game gives you a decent amount of rolls for free per month, enough that you should reliably get every second newly released character or so, more if you are lucky. Also Duplicates generally aren’t nearly as mandatory as in quite a few other gachas, but there is still quite a few characters that profit highly from getting dupes. Middle of the road really when it comes to f2p friendliness.

Windows Subsystem for Android (WSA) was a win11 feature that allowed you to run android apps in windows. Obviously Microsoft hates good things and stopped official support. But some people are still maintaining it and are also distributing builds for win10.

Graves and Parfait are only important for the umbra team, there's plenty of other good teams. Shin is a pretty universally good sinner but she isn't mechanically necessary for any team, she's just a good support.
So what I'm saying is, having missed them, especially Shin, sucks, but isn't the end of things.
Also none of them are limited, so you can just get them as random spooks while rolling other things and they will obviously also get their reruns down the line.
I wouldn't roll for them on the general banner, there is too much randomness involved.

These numbers denote specific anchors. The first number denotes the reforge level the anchor is at, he second one denotes the specific anchor. The anchors within a level are counted from left to right, top to bottom.
So Bai Yi's 1.4 would be Tempest Reforge.

Grinding for reforge fragments is extremely inefficient yeah. You mainly get the resources for reforge through the data crevice exchange, and sadly iirc you missed 3 resets of that (it resets twice per month). Also with the first batch of reforges there was an event that gave you reforge stuff for free (and more if you paid for a skin attached to it).
Beware that you do not need to unlock all anchors to progress through reforge levels, so you can actually do budget reforges of sinners where that's enough for you.
I'm personally sitting at 4 fully reforged sinners and a bunch of partially/started reforges.

Nox is very good imo, she works really well as a sub-dps support in a lot of different teams and also still excels at clearing trash (which is extremely good for remnants and the like).
Etti's reforge is good, but there's plenty of other sinners that can fill her role. She can be easily slotted into the arcane crit team if you don't have enough good magic dps or you just want to use her.
Oak Casket's makes her finally usable again (and makes her stance usable at all) but she isn't really meta. So reforge if you like her and know where you want to use her, but I would put her pretty low on the list sadly.

Hag Casket's reforge is actually breddy good. It makes her ECB her main skill and not just a total waste of 30 golden thingies, she punches really hard with unlimited distance and can shoot behind or above her (useful in some gimmick stages), and if needed you still keep the circle of death to clear trash or whatever
Reforging into the circle ult and forgetting about the ECB is also an option but a bad one IMO, if you have a cool unique mechanic you might as well use it
She's not a meta definer like YY or LL but to call her bad is just blatantly false
