Sombron and Lumera's stones (though hers is shown in the manga) are never directly mentioned, and Rafal in the DLC transforms in a similar manner to Sombron (where the Emblems give him power), with a later support explicitly saying that said Emblems gave him a dragonstone to transform with. The only dragons who don't transform are Alear, Veyle and Zephia precisely because they DON'T have stones. The first has theirs destroyed, Veyle buried hers years ago and can no longer find it, and Zephia lost hers in the destruction of her village.
