They've never used a chapter to shill an upcoming or new movie/release before. Rain from Alien Romulus gets to be a legendary skin, not a second survivor next to Ripley. I do agree that if they did a survivor for Predator, and they probably would, that they'd use Naru if they didn't want to pay for Arnold, but this is not a franchise with a cast that justifies two survivors. They're all disposable characters that last one dumb action movie, not enduring icons.
The most popular candidates are Predator (despite the absurdity of it receiving two survivors), Resident Evil, Stranger Things and somehow Danganronpa. Fact of the matter is, BHVR use stats. Sometimes it takes them years to fix bugs, sometimes it takes years to balance some perks. But it's based on stats. Would you prefer old BBQ to be back? I would, it was a better perk. I also would prefer old Eruption back, but not do the basic genkick build. Old Ruin? Not really. But people used it because it fucked newbies. This game is full of those, maybe not in playtime but in spirit.

there is a very simple way to balance killers that would only take like a day to implement:
give gen speed a multiplier based on the killer being played
if trapper is supposed to be the default killer, he can have gen speeds of 1.0, and then super fast and deadly killers like nurse and blight can have gen speeds of 1.25 or 1.5, something like that
how fast should 1.0 gens be? i'm not sure, you could playtest for that

have archetypes, or "classes" of killer. for example: aggressor, stalker, hunter, pursuer etc. every killer belongs to one of these. for example

so then each killer type has their own set of bonuses. so you would have hunters get big payoffs for unique hooks, like pain res or pop. and you would rework those perks to do something different. that way you could have shit ass killers like trapper get free, desperately needed perks, and take them away from killers that absolutely do not need them like nurse, blight. (not saying ALL slowdown, just some)
at this point you introduce "anti tunnel" based on the killer type. for example aggressors could have harsher penalties compared to stalkers, etc.
it sounds complicated but if you fleshed it out it would be really simple.

You just take that killer numbers and keep bumping them up untill they mean something. With enough buffs even territorial imperative would be good (if someone enters the basement you have their aura for so long its basically match long). Trapper? Buff trap set speed. Trap ammount. Carried ammount. Getting out is slower, bump it up until it works. Ghostface? Cooldowns are shorter. Stalk is faster, reveal is longer. Dredge? Shorter cooldown, faster tp speed. Faster movement when doing remnant. At some point those things will add up to make the killer A tier
