That's why I used minori and high normal attack hit rate chars on stage 3. I experimented with S.Nonomi, but she's so far away from everyone she doesn't buff atk speed very well and her EX is just a line instead of fanned out like Hina's

Saving for good students that can help you tackle harder is a good idea (check the banner guide in OP to get an idea, and figure out what you're missing in teams) but rolling for a student you like is the sign of a real Sensei.

For some people, waifurolling keeps them invested. For others, getting meta students and pushing content keeps them invested. There's no correct choice there, just whatever you prefer.

If you're after more meta students, then yeah, bluefes is coming at new years. Swimsuit Seia from the banner just before it is also good to go for, because you'll only need to pull 100 times to guarantee her instead of 200 (you get 100 free pulls just for that week). So 300 pulls to guarantee two very strong students is decent, and is doable for a newfag even if you're starting from 0 right now. If you push missions, get through most of the main story, and focus on the Event Recap guide tasks, you may be able to get 500 pulls stocked up so you can guarantee 2 bluefes sparks, but I wouldn't necessarily recommend that. It's a marathon not a race.
