Draven doesn't really do much in terms of anything serious in Noxus, he's an entertainer in the gladiator pit but that's about it I think. I don't think he's all into the whole soldier thing and likes being his own boss.
In terms of his actual character beyond that in the Darius comic it did show him kill Darius's assassins behind the scene for Darius so that he can have his moment in peace meaning the only thing he'd probably care about beyond himself would be his big brother.
I think the lore will be retconned again because Noxus has had big lore for ages so for the writers this is a big chance to either fuck everything up and rewrite everything from scratch or actually try to make sense of everything. They won't get rid of the Ionian war bit but they will probably edit a lot of things out. Singed wasn't even recognized as a war criminal by Ambessa and stuff so very unsure about everything. It also doesn't help that the show is essentially "the definitive" plot for the ip now so even holes like "how did viktor create blitz" and "where was camille" will never be answered since millions of dollars aren't being dropped for it aka retconnable products down the line.

I do not think every Noxian character will be in the new season and if you want to guarantee spots, I'd only bet on the characters they've put in the fortiche cutscenes for now, so stuff like leblanc, xin, katarina, vlad, elise since they seemed to enjoy only focusing on the premade models and following their stories big or small than bring in any new champs if they're doing it like how they stuck to the same 6 characters in arcane.
Swain is teased a lot and he will probably just be used as a best served last, the other Noxian champs though. It's unlikely. Especially since they're getting Ionia involved so overall the entire thing isn't even gonna be a pure Noxian show.

What if they added Neutral items to lol?
Basically a Neutral item is a 7th item that doesnt take up a inventory slot.
Everytime your jungler kills a camp the camp has a chance to drop Neutral shards if you get 5 you can craft a neutral item by choosing the neutral item and adding the enchantment you want to it and if your neutral item is already at hightest tier your shards are distributed among the team.
Every 10 minutes you can reroll your Neutral item(with more shards. each reroll costs 10 more.) from a pool of stronger items and bigger stats or keep your current one.
If you jungler refuses to do objectives or gank and just powerfarms you can at least get a neutral item out of it instead of him being completely useless 4 vs 5 hes still doing something farming neutral shards for you.
