Rasterize just means basically to do a procedure to draw something on the screen. So it's text that is being rendered based on font data. Technically every font text gets "rasterized"...
There's certain font types like bitmap fonts that aren't vector-based. TrueType fonts are the ones that are vector-based. However you can still have pixel TrueType fonts if you know how to make them, and they get rasterized 1:1 as actual pixels.
