I chalk that up more to Last Kingdom making her so pathetic for a cheap laugh. I thought she was pretty well used in this event, first bringing back the cheap gag loss to let people lower their guard, then showing her beat Crown in a straight fight and knock Modernia around to reestablish the fact that she's genuinely dangerous and evil. I don't see any way that the queen doesn't regenerate her and Nihilister to fight for her. She's a coward who hates getting her hands dirty and the alternative would be making a bunch of new heretics from scratch. Level 2 on helmet and arms is quite cheap and standard, 5 on helm/arms and 2 on chest/feet is also standard on attackers or some buffers once you have more wiggle room and really want those stats on your meta units.
But like the other guy said spend your fodder on getting other nikkes to OL status if you can first. Fodder is always going to be an issue so just try to use it wisely on nikkes who will benefit from it.

Helmet+gloves is prob around 3% dmg increase at lvl 400, lower the higher you go. It's a small upgrade, however noticeable in content where there are a lot of big numbers like union raid.
