Why can't we have a /kino/ board?

I love film, but every time a decent thread pops up, it's killed in 8 minutes, due to being flooded out by

The hobbyist boards on 4chan are amazing, but at the moment, /tv/ is basically /b/ with 0 moderation and standards. It's a huge, huge waste.
