What are some smaller MMORPGs with NO pay to win and an active enough community?

Basically all MMOs????? They're obviously plagued by nagging cosmetic shops but it's only the sloppiest of Korean coombait and chink gacha that actually have p2w.
A lot of them will offer paid boosts to max level but I wouldn't call that p2w because what the fuck are you winning by paying to spend less time playing the game?

All of them sell the in-game currency for cash. Either directly or via cash shop items. Is this p2w? If they don't do it, 3rd party websites will do it.

mmos make things boring and slow on purpose to punish you
it makes them money both in f2p (buy xp boosts) and in sub-based (slow leveling means more time spent playing, thus longer subs) models
