I tied PvP as 500cp and everyone is at least 1500 cp. I shoot 30 lethal arrows at a guy and it does a sliver of damage and then he one hit kills me with that gay octopus thing.

if you mean actual onions yes, they're in Oblivion which would imply they grow in Cyrodiil
if you got wordfiltered then no there doesn't appear to be any basedbeans

Going by gameplay would suggest onions are mostly a Cyrodillic food since they only appear as an ingredient in Oblivion. But gameplay also suggests no one there owns polearms (other than Hircine's statue) and even the foulest criminals politely obeyed the levitation ban to the point of destroying every single scroll, potion, and enchanted item with the effect so that's probably not actually the case.
