FFXIV is NOT like WoW, where you reach a certain milestone level and you can do dungeons or raids.
In FFXIV your progression isnt tied to a certain level, but to which part of the Main Story Quest you're in. Raids don't automatically unlock at max level of each expansion, but instead after you complete the MSQ of that installment. Levels don't mean anything in the game, since you can play all classes (called jobs) on a single character and you just switch main weapon to change classes.
Everything in the game is unlockable after completing questchains, and only AFTER you reach a certain point in the main story quest. Every dungeon for example, has to be unlocked through a questchain, same for raids. This, coupled with the fact that the RDF and LFR tools use the entire pool of instances from the game (not just the specific expansion you're doing, like in WoW), means you'll always find groups for instances and are able to progress through the MSQ, since some parts of it require you to do dungeons, trial (mini raids of only 8 people) and some raids, which, again, you also have to unlock through questchains.
It's a really good game that respects your time and doesnt rushes you to max level. In fact, it will take you probably a full year of casually playing the game, to go from the start of it all the way to raidining in the current expansion.
If you just want to jump to the end game like in WOW, you either buy a story skip boost from the store (which only skips MSQ, but you still need to do the questchains to unlock each and every dungeons and raids) or just DONT play this game
