I was watching a play through of this and noticed how odd the 2D story section animations are. The 3D animations are amazing but the 2D is so bizarre where only the face has animation. Hate to break it to you all but the GAME just isnโt very good. The character models/animations are pretty much the only S tier thing about this clearly rushed project. I'm usually not into ranking, but I actually enjoyed this pseudo ranking map this time around. No random teleporters, no spawn points to milk, no gates and keys or rubble to gatekeep, no 100-node map spread out over 3 layers. Just simple objectives: collect all the lube, kill everything. As for your question, different people play for different reasons. These games are very multi-faceted. Most of their stories are mediocre but GFL is immensely intricate and complicated and interesting. They all start off slow though, GFL's picks up starting in chapter 10/Singularity. Art is obviously hugely important, as is the rest of a character, but don't let the funding model make you assume there's nothing else beneath. In fact, GFL isn't even a gacha, it's a colle. You should have every single one of the 400+ characters without paying a cent. Money is for costumes, just like in many unrelated games for Windows.

The story in GF1 (and Bakery) is great because it really does an incredible job of making you feel the despair and stakes that everyone is feeling, as they're just trying to get themselves and their loved ones to live one more day amidst all the politics and psychopaths. As a result it can feel a bit verbose at times, but it's worth it IMO.

Vepley is ok, not great, but she fulfills a niche in resolving Snow Deichgraf's mechanics on Boss Fight and will definitely help you progress far faster in Tier 6+ which means more weekly rewards faster. Her high movement also helps in cheesing some Peak Value Assessment stages earlier than intended.
Sabrina isn't that great at the start as a lot of her power is locked behind dupes, thankfully you can get V6 for free through Boss Fight. She also can apply hydro weakness, so the more hydro DPSes you have, the more useful she'll become.
Mosin is the same as Sabrina but you can't get free dupes, lightning supports will help when we get them. You'll be able to clear all content albeit they won't be meta.

Since they added curios to the Exilium dispatch store I haven't been able to empty it as easily and my base is level 25. What level does my base need to be?

If you've got 10 dolls that match the dispatch thing, that's 780 every 20 hours. 5,460 if you hit it once a day. If you're crazy enough, you can squeeze out an extra 1.4/week.
Honestly, once I bottom out, (had 10k~ extra before they were added, down to ~7k now) I'm not buying the level-breaker cards anymore. Between the dispatch shop and the events where their farm mission are part of the dailies, I've got enough for 4 more dolls stockpiled if absolutely none were to arrive in my storage in future.
