Events every month either need to be dialed back to every few months or just one a "season" (so 4 total for the year). You should be able to get the event materials from all mushrooms, to continue to encourage players to do them and just scale with difficulty (ie, you get less from small mushrooms, and more from large mushrooms but you still get some either way).
Get rid of the spin the wheel thing and replace it with something else. Using the materials you obtain you should be able to "buy" event seeds (both for the current event and seasonal relevant previous events). 100 step ones are still entirely random, but the 10,000 step large seeds should be more in favor of what you're missing. You're still "gambling" and will still need to play the game, but its a little fairer for the player.
Most everything else I think can stay the same. You can still moneyhat tickets to do more in a day, still pay to get flowers and maybe even sell bundles of materials too.
I think the costume stuff should all entirely be microtransaction cosmetics - there's never been one during event that I said "oh gee, I'm glad i got this instead of a seedling from the event".
After they fix existing bullshit, then they can focus on new stuff. I think there should be "combat" in the game in the form of like Bulborb or other enemy raids you can do with others. Basically same mechanics of the mushroom except you can "lose" (I would say the "fair" way to do that is to just have the pikmin return to you and you have to walk to repluck them. Maybe even a ding to friendship?) and at night they could add the Glow Pikmin and Lumiknolls you can send Glowies to.
I'd like to see other items to pick up instead of just fruit - fruit can stay to get nectar but it'd be cool to see like a battery you can bring back and it'd convert into event currency.
