Legends is way more greedy and becomes unplayable if you don't pull the new units for that month.
Dokkan you can just pull them whenever, most of the content is permanent and there's almost no pvp so you can just save as long as you want and summon for your favorites freely.

Dokkan has a bit more braindead "gameplay", more users and makes more money.
