As a male drawfag who spent a lot of time in spandex in middle school, I'd say you wouldn't see one unless a guy is majorly hung, erect, OR wearing tight clothing.
It's not like you're going to see the outline of a boner, but if a guy is wearing bike shorts there's going to be at least *some* visible mass irl.
when drawing a guy who is flaccid, most of the bulge shape comes from the curvature of the ballz.
I only care about this issue because I had a period of dysphoria a few years ago about the size of my junk compared to cute anime characters. As in too big. Silly I know, but such is life. And of course there are all kinds of factors like the size of the business in question, size can vary wildly with temperature, even a hung guy can get really small in cold water, sometimes it's a question of art style.
